Use of Force Level II

Course Description:

Use of Force – Level I is the foundational defensive tactics certification within the Security Responder program.

This course equips licensed security professionals with the legal knowledge, decision-making framework, and physical control skills required to apply force safely, proportionally, and defensibly under Canadian law.

Level I is not a “fight course.”
It is a professional response course built on law, control, and articulation.


Course Overview

Level I introduces the core principles governing the lawful and effective use of force in private security.

Participants learn when force is justified, how much force is appropriate, how to reduce the need for force through communication, and how to articulate their decisions to supervisors, police, and court.

The course emphasizes personal safety, proportional response, and professional accountability.

1. Legal Authority & Framework

  • Criminal Code authorities (Sections 25, 26, 27, 34, 494)
  • Trespass to Property Act considerations
  • Ontario Use of Force Model (decision-making framework)
  • Necessity, proportionality, and reasonableness
  • Lawful arrest fundamentals

2. Situational Awareness & Prevention

  • Threat recognition and pre-assault indicators
  • Environmental positioning
  • Distance and reactionary gap management
  • Preventing unnecessary injury to self or others

3. Communication & De-Escalation

  • Professional command presence
  • Verbal direction under stress
  • De-escalation techniques
  • Transition from verbal to physical response

4. Foundational Physical Control Skills

  • Defensive stance and structure
  • Balance and movement principles
  • Escort techniques
  • Basic control holds
  • Handcuffing fundamentals
  • Safe disengagement procedures

All techniques are taught within a Defend – De-Escalate – Disengage framework.


5. Articulation & Professional Accountability

  • Explaining use of force decisions
  • Report writing integration
  • Legal defensibility
  • Court-ready articulation principles
  • Continuing Professional Education (CPE) expectations
